Warneford Park Pre-planning application consultation

Oxford Health NHS Foundation Trust’s Warneford Hospital is the oldest mental health inpatient hospital still in use across the NHS. Staff continue to provide compassionate care in a Grade II listed building that hasn't changed much from when it was built 200 years ago. We have ambitious plans to redevelop it and would like to share them with you and get your feedback.

Planning application process

To build Warneford Park we need planning permission. We are now conducting our first public consultation phase as part of the pre-planning application process. This stage is to seek the views of the public, staff and patients on our outline proposals before we develop our plans in greater detail .

Our proposals

Building on the special history of the site and its surroundings, our proposal for Warneford Park is to bring together a unique combination of:

  • A new innovative mental health hospital, offering the best treatment, care and therapeutic environment.
  • A research centre for the world-leading brain research taking place at the University of Oxford, co-located with private sector biotech, pharmaceutical and start-up companies.
  • A new post-graduate college for the University of Oxford focused on medical sciences, bio-engineering and related disciplines.

Our approach will be to conserve and enhance the most outstanding historic landscape features and provide new buildings elsewhere on the overall site. The new hospital will be built with the latest, environmentally sustainable materials. Patients and staff have also contributed to the design process to ensure internal and external space is used for maximum therapeutic benefit and supports the latest models of care.

To bring this vision to life, Oxford Health NHS Foundation Trust are working in partnership with the University of Oxford and a partner.

Get involved

We would like local residents, organisations and key stakeholders to get involved and share their feedback, so that the plans for Warneford Park meet people's needs in the best way possible. This can be done in a number of ways:

These events and activities aim to gather valuable insights and feedback, on the proposed redevelopment. We would like to work together with you, to explore relevant issues and the guiding principles for the redevelopment.

Deadline for feedback is 5pm on Monday, 30 September 2024.

Next steps

Once we have heard your views during this initial consultation, your feedback will be used to develop more detailed proposals. The timescales for this second public consultation phase will be dependent upon what feedback and learning we get from this first consultation: we want to get it right.

Once the second consultation phase is complete, a planning application will be submitted to Oxford City Council in 2025.

    These drop-in public consultation events will provide an opportunity to:

    • Explore informative displays and visual material which will provide background context and considerations for future development of Warneford Park
    • Meet members of the project team and engage in discussions with subject matter specialists
    • Share your thoughts, concerns and ideas for the future of Warneford Park

    You are welcome to drop into any of the public consultation events between the following dates and times:

    • Thursday 12 September from 4-8pm
    • Friday 13 September from 1-6pm
    • Saturday 14 September from 9am-2pm
